Do I need a publisher to get PRS royalty for UK commercial?

I received an email from a publisher based in the UK.
He wrote that one of my tracks has generated a sum of royalties in the UK due to broadcasts of a commercial. He also stated that: “Those royalties are being held in suspense at PRS for Music and can be released by a PRS publisher member.” He suggested that I sign a contract with him and register the track under a new name.

I did a research and found that I was already getting some very small money for the commercial he mentioned. But also I found this commercial in “Unpaid PRS royalties” tab. My track name is stated there and the amount marked with ££££ sign.

I raised a query on PRS but didn’t get an answer after waiting a month. Can someone comment on this? Do I really need a publisher to get these money?
