Why aren’t libraries more concerned about missing cue sheets?

It seems to me libraries are leaving money on the table by not holding their clients to a higher standard by ensuring cue sheets are submitted. We all know the problems of missing/incorrect cue sheets and the pain it it to get them corrected. What reason is it that libraries aren’t proactive in regard to cue sheets? It has to be a large amount of $ they aren’t collecting and would seem to be in everyone’s interest to get them submitted timely and correctly…
