“BMI can only process promo data as they receive it.” In other words they rely on the networks to submit the data. Majors generally do but smaller ones usually do not.

Reads to me that it’s okay as long as licensed and not in the open.

AFAIK you can only register an arrangement of a Public Domain Song (and we have).
Art MunsonKeymasterYou pretty much want to stay away from those shows as they seldom pay any back end end royalties. 615 Music was a provider of music for them but don’t know if they still are.
